No, it would mean that public employees installed:

the plumbing
the heating system
the glass in the windows
the locks on the doors

See Neo's response. BUT: somebody had to make that glass and steel and planks even under your system. Were they government employees? Did they not produce something of value?

That if the employee is paid by the government he will hook up the plumbing backwards, or do it really really slowly?!
Here is your previous statement against private business:
I have experience in both sectors so am perhaps more qualified to speak on these matters than you are. I can tell you that the private sector is by and large a wasteland of mismanagement, inefficiency, and outright stupidity. The vast majority of them stumble along cutting a million corners to make up for useless ideas or uncompetitive initiatives. It is not necessary that they ultimately fall by the wayside. Many of them never do. But they deliver an ugly or fraudulent product and they move along to the next street. Many times the employees are drunk before the noon hour...

Most businesses are pretty much useless to me as I do not use them.
Oh. I see. So if they are not IMMEDIATELY useful to YOU they are useless. Right.

Come on, Solon, you know better than that. In a modern complex economy there are a great many industries that you will never have any dealings with that are still useful to you. You most likely will never buy anything directly from a steel manufacturer of from Applied Materials. Are these useless businesses?

I'd suggest you back out of this. Your argument looks like swiss cheese.
