It is not quite so prevalent in Government because private industry is weighted so much toward jobs that lack meaning, creativity, or rewards (factories, garment industry, unskilled repetitive tasks, etc.). But it is also very prevalent in Government and reduces the benefit of public service.

Maybe I work for better quality companies than you.
I suspect you work for larger companies than I usually frequent. The big ones run on policy, the little ones run on managers and results. I did work for a hospital as a volunteer, the context kept all of the employees sharp and sober. I've also been at fabs in Europe where the majority of personel has wine and beer for lunch (purchased at the company cafeteria) and then went on to pour bottles of hydrofloric acid into basins. Even I wanted to be fully sober for that operation.
