The law is part of the system that makes agencies unproductive " AS I just pointed out: Laws are natural limits to behaviour, whether they are natural laws, or man-made. You do not measure FINITE assessments by comparing them to INFINITE benchmarks or terms. I fully understand what you are saying, Karen. But you are not understanding what I am saying. We can always imagine away a restriction to productivity, whether it be a man-made law or a new invention. Such is an infinite progression. You could get the french law changed and claim they were now "productive", and I could claim it was bogus becuase if they only hired people from 20-30 who had brain implants it would be much cheaper. Productivity is measured within terms of realism and actuality. It may be projected in terms of potentiality. That is a different matter. There are as many ways to measure productivity as there are to measure "benefit". You and Tim both seem to misundedrstand this, which is probably why there is absolutely no hope of a meeting of minds on this particular issue--much as I regret it. In any case, I came into this discussion as a response to the statement that public employees were less productive than private employees. You can pretend that this is the same as saying that some public agencies are of less value to the democratic majority than are others, or you can pretend it means that "public employees are less productive than private employees ". I am tired of arguing with both of you what it means. People say what they mean, whether they know it or not. You are well aware of the common jargon of hate against public employees (lazy, useless, unproductive pieces of crap). I simply opposed this flippant implication because I felt it was the decent thing to do. I think it has served a valuable purpose, and I am satisfied to have done it. One last thing: I was struck by the tone and substance of your ongoing references to stupidity, idiocy, inefficiency, etc. I want you to know that this is rampant in the private sector. People are people everywhere. And a private sector employer has no checks or balances on his behaviour until he goes bankrupt (if he ever does). He can sit at home every day posting on silicon investor and pretending to the world that he is "productive" and "efficient". For all we know some of the people on this board are working for private outfits. It is possible...right?? Do all government workers post several hours a day on SI?? Do all private workers ?? So you can let go of the angry tone against your former workplace if you wish to. You ain't seen nothing till you watch the private sector operate! I used to have a health club membership which ran me four grand a year. The same assholes were there every day--brokers, lawyers, etc. (not me. I used to go thrice a week). Do you think taking a steam bath is productive? While they were doing this, constuction bosses dropped off roofers and floor sanders and asphalt pavers from casual labor and went to the casino, the bar, or a motel to talk to their honey. Productive? Yeah...like a pig's ass...
