Tradeable 40 percent rally in June

I read some guru who was claiming that the Nasdaq was tradeable once it went up 25 percent since the minimum tradeable rally was 25 percent and the Nasdaq usually went up 33 percent or more. Interesting thing was that all his stock pick records showed percent gains from the market bottom, well before he was hawking people to buy his stocks.
