Yes, the blame rests with the decision makers when dealing with a clean deck. The auction design was a stacked deck. The carriers were under threat of being put out of business if they failed to get their share of the pie. There was no precedent to guide them.

It was like auctioning off the last three seats of the last wagon to leave Fort Apache, just before the final attack would wipe out the last defenders.
