It absolutely does though it will not support 1xevdo data rates it will support IS 95 data rates and voice calls

It is true that a phone newly purchased for 1X-EV (DO) will need to be dual mode 1X/DO to work, but that is much cheaper than what the GSM crowd will need. Their phones for WCDMA (which will equal 1X in data throughput), will need to be usually tri-mode; GSM/GPRS or EDGE/ WDCMA. Much more expensive and energy consuming, thus reducing battery life et al.
