The government is not the solution to the real problems you describe, but rather the primary cause of them over the generations. Government can only maintain its power by creating and maintaining a dependent population. Government schools are the best way to ensure that the problems of every generation are replicated and exacerbated in the next. Government education is an industry, run nearly exclusively for the benefit of the unions and politicians.

A century and more ago, sixth graders were far better educated than today's typical college graduates. The vast majority of today's college graduates would utterly fail to be able to comprehend 19th century sixth grade textbooks. Of course, this situation has more causes than education per se, but most of these causes are the result of the full matrix of government programs.

The mother you mention joins a church group and becomes active enough that the congregation helps her afford either to home school or to send her child to the church or other private school. With the govt out of education private schools would spring up every where and at all sorts of various tuition. Many would even give scholarships.

There is no perfect world. Give the govt ultimate power and you have ultimate corruption and danger which is where we are heading.
