'89 or '92, Clinton still ignored the problem for 8 years.

I thought the 92 date for the end of the Russian period in Afghanistan was a bit off. But was too lazy to check it out.

The other interesting thing about that list is that Bush I left Somalia for Clinton and Powell is actually the one who recommended the infamous mission creep which was implemented just as Powell resigned. Just read that in Joe Klein's book on Clinton called The Natural.

So Somalia is hardly a Clinton fault. Or if so, is shared with Bush I and Powell.
