US coordinated Arab attack on terrorism ? PA source

The condemnation of terrorist attacks by the leaders of Egypt, Saudi Arabia, and Syria at a summit in Sharm e-Sheikh on Saturday evening was coordinated with the US administration, a senior Palestinian source said.

This is important, the source said, because it backed up Palestinian Authority Chairman Yasser Arafat?s statement on PA TV last week, in which he said he had ordered his security services to prevent terrorist attacks on Israeli civilians.

"Now it is an Arab call to end terror attacks," the source said. This will help and also pressure Arafat to take measures against militants who carry out attacks inside Israel, he said.

Sources said Arafat?s statement had been prepared word for word by the Americans.

The Americans wanted a strong Arab stand against terrorist attacks that would back up and pressure Arafat to take measures against extremists, before sending CIA Director George Tenet back to the region to help the PA reconstruct its security services and before holding an international peace conference on the Middle East. The Arabs expect the US to pressure Israel to discuss the Saudi and US ideas for a final settlement at the conference ? not Prime Minister Ariel Sharon?s idea of a long-term interim agreement.

A senior Palestinian source said Israel?s decision to postpone or cancel the IDF operation against the Gaza Strip was the result US pressure. The Americans did not want the summit to change course and focus on the IDF incursions instead of condemning terrorism, he added.

Syria, which is home to terror organizations such as Islamic Jihad and Hamas, backed the summit?s statement, the source said. US ally Saudi Arabia, which has sent money to Hamas and families of suicide bombers, will now have to reconsider where to invest their aid to the Palestinians. Syria will also have to crack down on terror organizations in Damascus, the source added.

The Saudis promised the Americans to use their influence with Hamas to urge them to stop suicide bombings, a PA source said.
Palestinian security sources have said in recent days that the PA decided to oppose attacks against civilians inside Israel, but not what they called "resistance against the occupation within the Palestinian areas."

Palestinian security sources in Gaza warned that they would fight should the IDF enter the Gaza Strip. Palestinians have complained that the Palestinian security services and police did not defend the Palestinian areas during Operation Defensive Shield. But a PA security officer in the West Bank said he does not believe Arafat would give a green light to the PA security services to engage in any confrontations with Israel.

Arafat sent Gaza Preventive Security Service chief Muhammad Dahlan and PA Minister for Planning and International Cooperation Nabil Shaath to the summit to meet with the participants and hear first hand about Saudi Crown Prince Abdullah?s recent talks with US President George W. Bush in Washington, and to coordinate positions ahead of any international conference, a senior Palestinian source said.
The Saudi leader presented Bush with an eight-point program for reviving the peace process, based on the Saudi initiative adopted by the Arab summit in Beirut in March.
