PRO, After Sept. 11, President Bush had a golden opportunity to take the problem by the horns. He had the sympathy of the world, and the support of the American people. It appears that this opportunity has been squandered. The forces of terror are stronger than ever, and the perpetrators have pushed a wedge of fear between their enemies. It is important for the leaders of the civilised world to deal with the problem, and not pander to or reward terrorism.
