Doesn't matter how it could be "made up". It's a criminal seizure of taxpayer's property done in a way specifically for the purpose of deceiving them. You lefties shouldn't be allowed to commit blatant crimes just because you think you have a pleasurable way to waste the loot. Since such an elimination would INCREASER tax revenues the question of "make up" is moot. But that a shame, because 80% of what the liberal government spends is not only useless, but criminal...
