Me thinks that it be his reelection. I am sure that there are parts of it that was written for the children, and that always wins votes. After all we do not want the children to starve. He only had to spend 190 Billion (or 0.2 trillion in todays dollars) to achieve his goal.

Alan, I know there are some environmental issues, but Bush is trying to out do Gore to be the evironmental president. Either way, spending this type of money is a normal democratic budget. Tax and spend is the solution. After all Bush's tax cut is what is going to destroy social security and wipe out Clintons surpluses. It is not that Companies are making less profit and therefore paying less taxes, it is all the fault of the tax cut that has not even fully taken place yet. Oh well, this kind of spending will eventually be good for gold.
