Yeah, I also read articles that pin the rap on India.... However, I don't recall that India used to kill Western individuals involved in military cooperation with her arch-enemies (Pakistan and China). Contrariwise, Israel has a fat track record of such "targeted killings". A Canadian engineer (Mr Gerald Bull [*]) working on a supercannon concept for Iraq was killed in Brussels in the late 1980s --allegedly by Mossad (even local, mainstream media openly assumed it); then, regarding the Iraqi Osiraq nuclear plant, the French chief engineer of the project was snuffed in Marseilles, etc, etc.

Then again, we have to ponder the whole French-Pakistani military cooperation and see if it really threatened the strategic balance between India and Pakistan... I suggest you type in "Agosta", "Navy", and "Pakistan" into your favorite search engine and browse thru the results. You'll see that Agosta-class submarines are no such a big deal. Besides, India --contrary to Israel-- has a much more suasive way to pressure France: India's own military market!! The French are currently desperate to sell their aircraft (Dassault) and India is probably one of the biggest solvent outlets for France's military exports.

Finally, you must keep in mind that most cross-border terrorism between India and Pakistan occurs in Kashmir... and Karachi is not in Kashmir.
