Castro is trying to use Carter to create the impression that he and his revolution is open, liberal, and credible. But look what he's doing. He's undermining the purity and sanctity of the revolution. This is what Cubans have suffered for so many years to preserve and now their great leader is making compromises with the enemy. This throws away what presumably has been gained and so exposes the revolution as a fraud. Thus Castro is a traitor and will have to be assassinated to preserve the glory of the sacrifice of so many Cubans over the last 43 years. Al Queda might be secretly planning just that. Why Al Queda? Al Queda destroys in order to preserve purity of belief, and Cuba may have a cell unknown to Castro that can carry out the purification.
