It would not be legal for Stanley to do as you claim it will. US Subsidiaries of foreign companies still pay taxes on their profit making activites derived in the US.

Here's what I would do if I were the governor of Connecticut: I would send in the state police and remove every piece of office furniture from the home office in New Britain. Then I would load said furniture, file cabinets, phones, etc. on a garbage boat and point it in the direction of Bermuda.
