The exact opposite is actually the reality. The only way to eliminate it is to outgrow it. The only way to outgrow it is to cut marginal tax rates, stop taxing capital, and reduce the power and size of government.

It was proven by Reagan, but he certainly wasn't the first...

I disagree. It has been demonstrated that tax cuts produce growth which leads to increased revenues. Granted there is a time lag. The Clinton administration benefited greatly from that time lag. The surpluses experienced during the Clinton years were largely a result of the growth spurred by the Reagan tax cuts, and the relative spending discipline imposed by Republican majorities in Congress.
