I had read reports in the press that even most of the hijackers were not let in on the plan to fly the hijacked airplanes into the buildings. Even the videotapes of Osama reveal his boasting the withholding of the attack being suicidal from most of the hijackers. That goes to show the contempt to life he holds (or held since he maybe dead) even for those who worked for him. So if it was withheld even from most of his own folks, I don't think the Bush administration would have any way of knowing that the hijacked planes would be used as missiles and would be flown into the buildings.
