Not frequently or as a matter of policy. Individuals may have taken it on themselves to go around killing non-violent tories but at most that would make those individuals terrorists and I have seen no evidence that any of the central figures in the founding of our did this.

As for the scalpings those where generally done by the Indians. We can argue about them being terrorist if your like.
