I will take 20.00 as a friendly bet, if you give 3/2 odds, more about who wins would be determined by the economy. Incumbents have a great advantage. They can even fabricate a war if needed, or postulate and end to one, to garner votes, if the economy is not favorable, ala Nixon "Peace is at Hand" before unleashing hundreds of B-52 bombing runs.
