Native Americans have full citizenship, plus extra bonuses as reparations. Widely believed but not true. The plenary power doctrine established in Lone Wolf v Hutchison (to allow Congress to violate the 5th Amendment's takings clause) gives Congress absolute unrestricted control over Indians. Though Congress has not generally been niggardly toward Indians in the last couple decades, the plenary power doctrine remains law and Indians have no Constitutional protection from Congress. The Arab Palestinians should negotiate a settlement with Israel and form their own state.
