Russia average extraction cost are double that of Saudi Arabia, I think around $6 to $8 per barrel. So at $ 20 to $22 they make plenty of money any way and they are at least today more budget conscious than in the past.

Besides if the economy recovers Russia has what to offer in terms of goods to the West besides oil, on the other hand, the Arabs have nothing else to offer except terror with which they try to control the price of oil.
