Yes I've heard that as well. But that is because the neurosurgeon is a employee of the State. The point is that even the top public employees in Cuba expect a worse life than those working at the bottom of the "private" sector. Are you in favor of limiting malpractice awards? My guess is most of those countries that have "control" of their "Nationalized" healthcare costs are engaging in rationing of healthcare (a good example is dialysis).
