Arab League Secretary General Amr Moussa said it would be difficult to take part in the conference, which was proposed by the United States, the European Union and Russia, as long as Israeli "occupation, murder and sabotage" continued in the West Bank and Gaza. Huh? I thought that was the whole purpose of the conference. Figure out a way to end the occupation and the cycle of violence. The Arabs were supposed to give Israel recognition in return for withdrawal. Where's the reciprocity?
