I don't have an exact answer to your remaining questions. The 6 good market comment is regarding possible markets that could be launched IF money was available. What BTA's would make up those 6 new markets, and what existing BTA's could be added into existing markets, is information not provided.

An example woud be Rochester NY. That is currently being acquired from ATT. Is Rochester a NEW MARKET? Or would it be included into the Buffalo market? Same goes with Ft. Wayne, is that a seperate market, or included into the Greater Toledo Market?

Obviously markets like Evansville/Owensboro would be a NEW market, same goes for Jackson, MS and Birmingham, AL since there are no other current markets in close proximity!

I just don't have the information to answer those questions.
