Explain to me how a congressional investigation into the the failure of the intelligence community prior to 9-11 -- and the processing of said information by the federal government -- would be "time wasted."

I think a "Who knew what?, when did they know it?, and what did they do about it?" going back to WTC 93' would be extremely useful, don't you?
