This is the single greatest failing of world intelligence agencies, in my opinion. They have failed to realize the role of the information revolution in empowering individuals. In the past, it did require a state to manage the kind of operations planning and communications for a stunt like 911. Today, with instant worldwide communication via cell and ip networks (especially ip, which can be completely untraceable), a wealth of information on ANY topic available via the internet, and publicly available resources in book and electronic form on large-group organization and project planning and management, there is absolutely no need for state intelligence agencies for such a straightforward operation. Combined with bin Laden's considerable financial resources and crime operations like international smuggling, money laundering and illicit transfer, and identity theft... the potential operating capabilities of al Queda are frightening.
