The joke is that Tenet and the others charged with safety of the populace have avoided any public investigation until now.

Here's a challenge for you: how can a secret police force of a country be managed, without corruption?

Knowing your responses in the past, I imagine you'll say, "everything is fine, with Congress and the Administration overseeing the military and intel, we can trust them all, no problem".
