How? Simple, but not easy:

1) Full disclosure. Everything that isn't bona fide military secret. Which is 99% of the self-serving crap not classified, which we find out every year, and old "National Security Secrets" are declassified, these were NOT in the national interest, but in the self-interest of those keeping them out of the public.

2) Trustworthy managers. Get rid of the leadership of the past 30 years, investigate, and jail offenders.

Unfortunately, the highest political and military posts are held by those beholden to the current regime, like Tenet. So, it will take a monumental scandal, which we may be seeing now.

The health, strength, and survival of our Republic depends on cleaning out the rot and corruption that drains the treasury and weakens respect for law.
