The three months was needed to insure proper training, in case anything got out of hand, Jupiter Island needs to be protected.

At least that would be the conspiracy-minded interpretation...

Thanks for the link, it lists to order training to help respond to civil disturbances, natural disasters, and counter drug operations. I noticed it did mention terrorism at ports once. The word alert was missing as was hijacking airliners and flying them into buildings in NYC and DC.
