A few months ago I got a new machine, w/XP, and used a program called "PC relocator" by Aloha Bob, to transfer everything from my old machine, running 98SE. This software allows you to transfer everything from one machine to another, and it works if you are moving to a newer version of Windows as well. The first time I used it, I didn't follow all the instructions. The program allowed me to remove everything on the new machine with no trouble. I used it again, and it worked perfectly, right down to the wallpaper. It moved all the data AND the applications. It did NOT alter my orig. machine, btw.
I'm sure that results may vary, but my experience with this software was excellent.
