Bush Administration was soft on terrorism. The FAA decided to not warn the airlines about the plans of the terrorist arrested in Minnesota to hijack an airline. After all, they were too busy with their political agenda to take any action about the lax security of the airlines and they didn't want to do anything about it anyway. They were more concerned with the economic security of the airlines than the safety of the passengers.
