Typically stock options have been granted by the mature smoke stack style companies to the top management. The theory is that by compensating the management with stock, the self-interest of the management and the shareholders will be congruent. However some managements have abused the options by a short sighted pump and dump strategy and using the inside knowledge to exit at the right moment, while the other shareholders were left holding the bag.

However the high tech industry is a knowledge industry, and the mid level management and technologists are also the crown jewels of the company. Most of the more successful high tech companies have issued stock options liberally to the knowledge workers, and this has been a critical part in the success of Intel, Microsoft, Cisco,Apple, Sun etc. Stock Values which rise almost steadily over the long term motivate and retain the critical knowledge worker pool.

Even if the tax treatment is changed most of the high tech business will still continue the stock option program.
