Can't be that, because

'the means dictate the end'

doesn't mean the opposite of

'the means justify the end.'

It's confusing, I know, because 'the means justify the end' is in itself a sort of silly concept. (Unlike the original, 'the end justifies the means.')

It would be something like 'The means de-justify the end," but what is one word meaning 'de-justify'?

I think maybe there isn't a specific one closer than 'impugn' or 'inculpate.'
