I thought you may know "drag and drop". I wanted to make sure I was clearly communicating my idea. And for the benefit of others here, I decided to be verbose. I find "drag and drop" to have many uses that sometimes do surprise me. :-)

I could not find folder in XP for outlook express where *.dbx

If you are networked why not go to Outlook Express/ file/ import and browse to the location of the mail you want to import.

If that isn't an option, go to "C" and under Tools, Folder options tab you must change the view to show all hidden and system files to see the Local Settings folder.

Go to search / files and folders and enter *dbx

Here's the path to mine.
C:\Documents and Settings\(my name)\Local Settings\Application Data\Identities\{CA52C779-7F83-42F0-881F-DF02B444F35C}\Microsoft\Outlook Express
