Actually that's a responsible way of selling without panicking shareholders.

First of all, an insider selling doesn't mean as much as insider buying (i wouldn't say that in total for the market as a whole though - i.e. if insider selling is rampant, something is up...or shall i say going down) and

secondly, he's not saying he thinks the stock is necessarily high now since he's doing it over the next several months
