Well, Chartered recently said: --
Pre-production fab start-up costs, all related to Fab 7, were

in the year-ago quarter, due to a moderated activity level.


Obviously, CHRT is waiting for demand to improve. It would be interesting to see which companies VLSI uses to determine their "wafer processing front end capacity utilization" figure.

Cary,

I believe that Chartered has more trailing edge technology and more exposure to the Communications sector than other foundries. That may account for some of the difference in its utilization relative to the industry...
