While I agree...the sad part is the fanatics don't care who dies. If it's them, that's ok, because more fanatics will sign up. If it's us, better, because more fanatics will sign up AND they'll appear to be winning.

NOTHING will stop these nuts except the complete destruction of their ability to operate stealthily, and on a large scale. That, effectively, is what is happening.

Suppose that the the terrorists had no interest in any of these cities? Your friend proposes a simplistic approach. The bigger hammer theory is an unworkable response. That's why Israel is having no success stopping the suicide bombers.

Probably very sensitive radioactive sensors that would detect the movement of radioactive materials anywhere in the world would be the technological preventative method of choice.
