Okay, I will call you crazy. Authorities in various European nations have thwarted terrorists this year; we have been engaged in destroying Al- Quaida assets; and the Israelis have been going after armories on the West Bank........

re:"It could have, and should have, been done much sooner.
So, fine, do it now, don't make excuses, just do it. They want it, we want it, and we've been the only ones holding up the parade. Clinton could have done it. Bush Senior could have done it.

I don't think you have any idea about the extent of American/Russian nuclear arms reductions - or you choose to ignore them. Further, IMHO, we AREN'T "the only ones holding up the parade"; my understanding is that START II took 7 years for the Russian Duma to ratify. Your post was simply not correct.

The fact of the matter, is that START II was signed by President Bush (41) and President Yeltsin in 1993. President Clinton also tried to reduce the numbers of nuclear warheads, but the Russians did not ratify the START II Treaty till nearly the end of his Administration (April, 2000).
