I was referring to education, not money. I don't disagree that money is fungible. That's why I never really understood the value of those "handgun return" programs.
Many of the returns were stolen guns.

The issue in the Mideast is going to revolve around opportunity and education. If you asked Israelis a year ago what the major issues driving the Palestinians were, they'd have replied "lack of jobs".
It may not be as true today, but think back to the US Civil Rights movement. Although not nearly as violent, it revolved around relatively similar issues (lack of jobs/integration/ownership of property) and it DID get violent at times.
There is much more at work here, to be sure, but Lloyd George was right, ages ago, when he said the best way to overcome the Communists was to trade with them. The same is true here. If we develop better business relationships with these countries, and help them develop better opportunities, we will overcome their intransigence. Good business is best accompanied with good education.
