No mater how you juggle with the thing, covered or not, selling call in a bearish move.

PS: well I may leave a small window if you use the proceed to buy more shares. It would imply that you are LT bull and ST neutral or not too bullish (depending on the strike price of the call)

I would say that selling in the money covered calls is mildly bearish, selling out of the money calls is mildly bullish.
