They were allowed... even when the post dates clearly indicated that they had been mailed past the legal cut-off date (also referenced in the Florida statutes you referred to.)

Perhaps Florida should also issue "provisional" drivers licenses to people who fail the written and practical driving tests.

The optimal solution is to conduct elections for federal office separately, purge the ENTIRE voter role every two years, and require every voter to register and prove residency and literacy every two years. The big problem with the 2000 election was Democrat vote fabrication. Issues about voter role purges and "faulty" ballots are, purely and simply, bogus. These are smokescreens by Democrats who still can't believe their well-planned and heavily-funded fraud fell short...
