I don't think they are related.

Tunability relates to varying the color of the photons - different wvelengths - similar to the spectrum passing thri a prizm.The tuning results in different colors of light.As you send them out thru color filters they get received by filters and they don't blend into eachother.

A modulator shuts the photons(light blasts) on and off - the key importance of a modulator is it defines what bandwidth is.This was a key revelation to me.The faster the capability of shutting light on and off - the greater the bandwidth that can be created.

Think about this impact-DVDW created 80 (some say up to 120)different colors of light all going thru FO Cable and not getting mixed up.This new technology can take the highest physical limitations of current technology) 40Mbps and the really only working systems are 10 Gbps) up to 100Gbps. If implemented todays Fiber Optic Network could accomodate 2 1/2 - 10 times the data.If current sytems were upgraded.

Since the modulator is cheaper than the replacing technology - that adaptation could evlove quickly.Each laser has 80 modulators and they currently cost about $10,000.
