So the Bush administration has just spent eight months talking loudly and carrying a very small stick? What will the administration do for credibility after the next attack?

What you're telling me is that al Qaeda will have to successfully attack something with WMDs before State et. al. rethink their risk-averse habits.

I'm quite sure they are going to try, and I'm not smiling about the situation.
