Officers don't win battles, soldiers do, the legion has a large number of Bedouins, and they are first class soldiers Nobody ever said that Bedouins, or other Arabs, weren't brave, or couldn't make good soldiers. The whole discussion centered around the political culture that made Arab officers hoard information, prevent cross-training, and generally treat their men badly. Any officer core that behaves like that doesn't help their soldiers win battles.
