We'll just have to disagree on that.

And where is the corruption? If a bid was clearly ridiculously low, the gov't was supposed to throw it out. Which did a great deal to discourage such bids.

ROTLOL. Get a grip. If you're in the government and throw out a low-ball bid, do you think the news story that appears on the front page emphasizes that the bid was a low-ball and it wasn't in the best interests of the government [and taxpayer] to select that bidder. If it's a big enough job you'll get a GAO investigation that will declare it's 'possible' that the low-ball bid could have been done for that amount. You are so incredibly naive.
