I figured 2 man-years of effort. Then I applied Long's Rule of Software Estimating: Take your worst case estimate and triple it.

Damn, I thought that was Tom's Law of software estimating. Seriously, 3X is what I use for WAGS. I guess I’ll shelve my book on the subject: "The Mystical Managers Month."

I was hoping to get these universal rules out in my book:

Software that does not meet the user’s functional requirements should be really fast and use minimum resources.

Software that does not meet the user’s functional requirements should never be over budget

Software that does not meet the user’s functional requirements should never be late

Computing the wrong result should take less machine resources then computing the right result, always.
