This was when we first got there, with only special forces/CIA teams. It was not about payoffs, but about our history of "bugging out," from Lebanon to Somila.

But you bring up another point where Franks, 10,000 miles away, commanding from Florida, blew it. I remember reading at the time, that the Afghans/Paks have a history of letting the other side quit and change sides/go home at the end of battles. A tribal thing. Franks was so afraid of taking casualties that he didn't put a blocking force in on the Pakistan border at Tora Bora, and let the remaining Taliban escape to Pakistan. We could have put Marines or 10th Mountain troops in the passes there.
