All he would have had to do is load up on Puts. Even IRA accounts - never marginable - allow you to do this.

WLD, my broker (affiliatied with Bear Stearns) never let me buy options in my IRA account. I did a quick search and found this from a company called Benjamin and Jerold:

To our knowledge we are the only options broker who allows puts and calls option trading in your IRA accounts. stockoptions.com

So, I'm going to assume that while it certainly is allowed, it's by no means a given that Elgindy's broker allowed it.
