I know from experience. I've trained a half dozen Recent College Graduate (RCG) Engineers, and one Engineer who came from another Functional Area. Regardless of their inherent brilliance (or lack thereof), I never felt comfortable just throwing them into the pool and expecting them to swim.

When resource planning, I consider a new person minus half a head for 6-12 months. If you hire 2 new people you in effect lose the services of 1 person to oversee them.
