(1) That's probably the majority view, but it isn't the majority of, for example, Saudi Arabians, that are trying to destroy the US. If you ask Osama bin Laden, or his true followers, I doubt that they'll talk much about how much they love and admire Americans.

(2) The US has always prided itself on this ability to distinguish between the enemy state and the enemy citizens. We did it in WW2 against the Germans, but were less successful at separating state from citizens in the Japanese, probably due to the racial issues. But we always felt that way during the cold war about Communism and Russians.
